In this game, from the information I have found we will NOT be able to create custom spells, and that we will have to find/buy spell tomes in order to get spells - making the spells you start out with much more valuable. I am unsure of other starting spells for any race as they probably haven't been released yet. *The Flames spell, which when cast produces a continuous stream of fire, has been said in an article to be a starting spell for every race.
